houses of ill-fame where European women in many cases

caused the ruin of young men. He said that this matter

had engaged his close attention for some time past, and he

had consulted with the Colonial Secretary and the head of

the Police, as to what measures could be taken. Too dras

tic and arbitrary a course of action would merely produce

the same results as those reported from Shanghai, or would

drive the women (who as you concurred were often very well

off) into Public Hotels or other places in which their pre-

sence would be a still greater evil. The steps at present

to keep all houses occupied by these women under close ob-

servation. Any house in which drinking, dancing and con-

gregation of men takes place will be reported with a view

to its being closed and the ower dealt with. No house

may contain more than two pro stitutes, if the mistress or

owner of the house is known to be a prostitute she may only

have one other living with her.

It is hoped that these steps will be effective in re-

ducing the number of women and more especially in getting

tid of the "Mistresses" who are the most undesirable class

of all.
